"part and partial" for "part and parcel"

I was surprised to read this in an article about affordable housing in the newspaper where I used to work. Its appearance online (and presumably in print) means it went through, probably, two layers of editing:

“There’s a lot of taking 1960 strip commercial centers and turning them into housing,” said Don Thomas, housing and community development specialist for the Department of Housing and Community Development. “There’s development that has to occur there. That’s part and partial of what needs to be included. We need to know the specifics.”

Most of the first batch of references through Google seem to be statistical methods, but then there’s this:

Act 7. All members must promptly attend their meetings and become a part and partial of all uplifting acts of the Moorish Science Temple of America.

So this doesn’t appear to be a common mistake – unlike when someone else at the paper wrote how people accused him of “towing the line.” I’ll save my comments about how it’s not surprising the journalism industry is going down the tubes.

A good find. Similar to “partial post” for “parcel post”—which you can find all over eBay. I submitted that one a while back. You can find it with a search.
