My father is a retired 1st Sergeant who had been stationed at Marine Barracks Washington DC (8th and I, where they do lots of ceremonies) and he says that he wrote enough of them to know that it’s “Pass in review”. Indeed, the official 8th and I Web page at <http://www.mbw.usmc.mil/Newmbw/> has “Pass in Review” as a front-page menu choice: it’s an occasional official newsletter.
It’s a minor technical term, but it looks like it is an eggcorn nonetheless.
