The idiomatic expression “foam at the mouth” is a reference to a person behaving like an incensed—perhaps rabid—animal. A less idiomatic expression is “fuming mad”—and perhaps someone might comment on any imagery it might have. The composite expression “fume at the mouth” might therefore be an idiom blend, but it is just as likely to be an eggcorn.
I was surprised to find only 9 examples since this expression has such a familiar sound to it.

I’m confused. Is “foaming mad” the established idiom, or is it “fuming mad?” “Foaming mad” seems to be a valid way of drawing a parallel between someone who is so incensed that they act in a crazy way and a rabid animal that exhibits unusual behavior and foams at the mouth. The idiom plays on two partly-related meanings of “mad” (mad=angry and mad=crazy) “Fuming mad” also has claims to legitimacy. It could be a (partially redundant) extension of the meaning of fume “to exhibit anger.” This is the meaning of “fume” employed in the phrases “fret and fume” and “in a fume.”
