If crime rate is up then this team captains at every block and reporting of crimes is nothing but a hoak. Community policing doesn’t work.

If it’s a back-formation from hoax, one would expect there to be contexts in which either a singular or a plural could be construed. Can’t think of any common ones, though perhaps hoaxes gets pronounced sometimes so that the final -es is barely or not audible.

A restructuring or back-formation off hokey seems more straightforward. In fact, “hoke” occurs as well.

take this advice live by evry word love is just a hoke so forget anything that you have heard and live for the moment now.

(This in turn could also be a fingerslip typo for joke in a number of uses.)

If it’s hoax being re-analyzed as hoak-s or hoke-s, and hoak/hoke understood as the same root as hoke-y, (and this is standard for someone, etc.) I think it’s an eggcorn.

Blending with “it’s a crock”, or “it’s (just) a joke” are also possibilities, of course.
