“Year end and year out” instead of the more common “year in and year out” would seem to qualify as an eggcorn. I suspect the people who use it have something in mind like “out with the old, in with the new” associated with the year’s end. The year end would of course be going out in that case, so it’s not really logical: “year out” in the phrase refers to the year’s end, so the alternative version is redundant.
