The verb should, of course, be “soliciting.” But the 34-year-old (male) Petaluma teacher in question was accused of setting up an illicit date with a student, which led to the headline writer’s misdemeanor.
I’ve seen “illicit” for “elicit” many times (including in this forum), but never “illicit” for “solicit.” However, a Google search turned up 489 citations for “illiciting sex,” including last year’s “Nashville Man Sentenced for Illiciting Sex with KY Minor.” http://www.wbko.com/home/headlines/22762044.html

There are also 103 uGh for “eliciting sex”. An arbitrary sample (one page) of ten Google hits shows seven uses that seem legitimate (that is, they intend “draw forth, educe”) and three that seem to intend soliciting. If these numbers are representative (though that’s a big ‘if’), that would suggest about 31 of those hits intended soliciting.

The 572 raw hits I find for “illiciting sex” reduce to 49 uGh, including a link to the Eggcorn Forum. An arbitrary sample shows nine pages that seem to intend solicit and one that is questionable (the third below).
That includes sending emails illiciting sex in exchange for money (hello prostitution!) and then saying it was a joke.

There could be a web of reshaping among illicit <> elicit <> solicit. Solicit and elicit are relatively close in terms of semantics, while illicit and elicit are homophones.
